The innovation programme is based on the idea that innovation is an essential, continuous problem of capitalism and as such, in Albanian society, a society that was once quite backward from a technological point of view, while today quite advanced, can replace old and inefficient practices, can improve current practices, and make them more efficient and transparent as a function of development. Innovation can accelerate, speed up indicators of economic development, and is a strong ally of neoliberalism and economic liberalism in Albanian society. The innovation programme includes especially young people and technology, and particularly those practices of various Albanian industries that increase the volume and quality of their services and products in the overall national production.
